    Summary

    The contract is now the single home. Cover identity + sawtooth split R_N=R^{\mathrm{sm}}_N+M_N; bound (A) certified numerically for all N (\lVert R^{\mathrm{sm}}_N\rVert\le1.7833, all-mode BV, one float64 TV constant); bound (B) reduced to \sum\lvert\mathrm{Res}_N\rvert^2\le0.2769 (measured 0.1550), open items C1/C2a/C2b. Residual restated as TEL-B-EXTERNAL (2026-09-04 reduction); the A_R<43 dyadic-increment route is superseded (measured A_R=0.1238 at r645, no longer the route). Numerically 2.57<3, conditional analytic 2.9495<3; analytically open.
